Delay in announcing a National Land Reforms Policy

3rd June 2011

To,

The Minister of Rural Development

Member National Land Reforms Council

Government of India

Sub: Regarding the delay in announcing a National Land Reforms Policy .

Dear Sir,

I am very concerned about the delay in calling a meeting of the National Land Reforms Council by the Prime Minister of India. I am sure that you are also equally concerned about the delay.

Traveling across the country, I understand that there are hundreds of agitations building up among the tribals and the farming community, because their land is being taken for various so-called developmental activities, very often labeled under national interest. In much of the cases the land taken is much more than what is actually needed for the projects.

Non implementation of pro-poor laws like FRA or tenancy registration act are also becoming reasons for unrest and agitations in many areas. The farmers also now feel that the government going to implement the SEZ and Land Acquisition Act by forcing them out of their land.

I am very surprised that in a larger scenario like this, Government of India is now speaking about amending the Land Acquisition Act, rather than looking at the larger picture related to land. Just addressing one problem may not be sufficient as there are many issues related to land that need to be addressed immediately. As far as I understand, this was the reason why the National Land Reforms Council was constituted. There are nearly 300 recommendations pending, that need to be looked into by the members of the council.

I am writing this letter to request you to kindly understand the seriousness of the matter, and as a member of the National Land Reforms Council write to the Prime Minister of India to call a meeting, to discuss and formulate the National Land Reforms Policy urgently.

A word of response will be appreciated.

With regards

PV Rajagopal
